Why does my Minecraft server show as offline when it's running?

Almost always the port. The checker connects to port 25565 for Java and 19132 for Bedrock unless you type a different one after a colon. If the server runs on another port, or the port isn't opened in your host's firewall, nothing answers and it reports offline.

Does this work with Bedrock servers?

Yes. Switch the edition to Bedrock and it pings over the Bedrock (RakNet) protocol instead of the Java one.
